best pvp horde mage race

What is the best class for PvE (raids) … I've seen similar questions and some people say that witches are for PvE pet because … others say warlocks are for PvP and nothing else … I do not know what to believe. I do some PvP and be good at the Arena and are rated Nice for the arts and such, but I want to focus on role. Please also suggest Spec Race and I'm from the Alliance … please do not now know that Horde is for Human PvP because of the perception and role-Gnome is Manna (is between humans and Gnome) so I'm going Gnome
Witches are completely viable for PvE. In terms damage, witches and wizards are usually quite narrow, with the wizards that come out slightly ahead in most fights. If you're looking to do some PvP, again, I witch may be a better choice. In terms of specifications, my knowledge is limited, and I play a magician, but in speccing affliction or destruction would good. Specifically the construction goes, I'm not sure, especially with the changes to the talent tree with the release of WotLK. I hope this helps a little.
